The second generation of human rights and dialogue between cultures

By establishing the United Nations, after the bitter incidents of serious human rights violations during World War II, support of human rights as one of the goals of the United Nations was included in paragraph 3 of Article 1 of the Charter.
Since the second generation of human rights are positive, realizing them requires providing a range of facilities and positive measures by government.
The legal nature of economic, social, cultural, rights needs the positive involvement of governments in each country.
Considering that the culture is one of the widest concepts that exist in the social sciences, it can be considered as a set of knowledge, belief, art, morals, law, customs and habits that individuals develop and can contribute to international peace.
on this basis, the Association of Citizens civil Rights Protection calls on,  the governments to create the conditions of dialogue between cultures. Also it is recommended that UNESCO as an international reference related to culture and cultural rights prepare a detailed list of World Cultural Rights to provide for intercultural dialogue within the framework of a binding convention.
