Declaration of recent meeting toward:
“Development prospects in 1404 and national scientific and cultural environment document”

Mohammad Reza Gol hamisheh Bahar, confirming the statement: This statement is the outcome of two meetings about prospects of development in 1404 and national environment document. At the end of the mentioned meetings, it was decided to make a committee in order to present the achievements of the meeting in form of an official statement.
Head of the Association of Citizens Civil Rights Protection, appreciating the help of expert committees and accompaniment of environment activists, stated: This meeting and the prepared statement demonstrate that how the elite are concerned about their homeland.
Mr. Gol hamisheh Bahar noted the alarming condition of our environment and said everyone should feel resposible towards our environment.
The head of Iran’s Environmental Network also stated: Today, due to the current unfavorable situation, protection of the environment as a task seems urgent and important more than ever.
It should be noted that this statement was developed in eight paragraphs that follows.
As always Planning is the key to achieve the desired objectives in a manner that the goals are pre-planned. As well as finding ways of attaining the objectives in terms of deciding what actions must be taken into account, is considered.
In order to develop in a comprehensive and sustainable way, the country needs a comprehensive approach coupled with the quality and organization based on capabilities of the territory. So that the three components of population, capital and natural resources and environment of a region or territory are considered as the basis for planned macro-economic, natural and human in unison. On the one hand, this will lead to sustainable development based on land protection against irreversible degradation, and on the other hand, the five basic needs of the country including conservation and development, providing the basic needs of human life, social justice, cultural diversity and maintaining the ecological uniqueness will be provided.
So the statement preparation committee, with this belief that civil rights organizations can play a significant and effective role in decision-making, after long discussions, expects authorities may consider the following:
1.Since the spatial planning is based on each region’s strengths, so this context should be used for the country’s development program and the country’s macro development plan should be implemented through this channel.
2.Because of the conflict between agricultural and industrial development and preservation of water and natural resources and sustainability of land environment, the executive policy should be applied in such a way that environmental sustainability is preserved for humanity. The agricultural and industrial production should be based on environmental sustainability and water and natural resources, limited by a regulatory (environmental) review.
3.To run programs at specified time interval (10 years), a schedule should be determined with a prepared and designed CPM, then reviewing and evaluating the implementation on an annual process.
4.Due to climate change and the global commitment to reduce the production of CO2, more green space (with respect to its compatibility with the regions) should be created. As well as planning to develop pastures and planting to reduce dust, must be a priority program of the forests and meadows organization.
5.In order to provide balanced growth of human resources and facilities across the country and also to prevent the spread of marginalization in towns and the overgrowth of some major metropolises, more attention to sustainable rural development is necessary. Hence providing incentives to prevent rural to urban migration (which includes improving the quality of rural areas in all fields of culture, tourism, sports, industrial, manufacturing and crafts) with proper planning is essential.
6.Predicting and providing more spaces in cities for emergency situations (accidents and disasters) and creating sidewalks, cycling routes, parking lots and considering the per capita green space needs of cities and public transportation.
7.Communalizing the civil rights charter for all people and reconciling them with their civic and social responsibilities.
8.Stressing that development will remain sustainable only if it is designed by the government and accompanied by people and also be performed and monitored considering the objectives of sustainable development. Therefore, to implement sustainable development, financial, moral and legal support by the Management and Planning Organization is required. In addition, the management and governance of sustainable development should be focused on the environment and all factors affecting development and implementation should be under that definition. Moreover, the sustainability of this program should be monitored by the Department of Environment and the Ministry of Interior is also the executive arm of this environmental management.
In the end, we hope that we can see the improvement of our environment condition in the future, which is a result of improved efficiency, reduced consumption and lower loading of natural resources and planning the development based on spatial planning and environmental indicators.
